Evolución normativa de las medidas para el empleo juvenil

El principal objetivo de este trabajo consiste en analizar la evolución de las medidas adoptadas a partir de 2013 para promover el empleo juvenil en España, contextualizando también el antes y después de la última reforma laboral. Comienza con una revisión estadística de la situación laboral de los jóvenes entre 2008 y 2018, destacando las medidas de emergencia de 2013 y el Sistema Nacional de Garantía Juvenil. Además, se pretende evaluar la efectividad y los desafíos de dichas medidas, incluyendo la reforma laboral de 2021 que mejoró los contratos formativos y de aprendizaje. Finalmente, se concluye que, aunque ha mejorado la tasa de empleo juvenil, España sigue enfrentando desafíos significativos y necesita evaluar y ajustar estas medidas para tratar de llegar a una situación de mayor estabilidad.

The main objective of this paper is to analyse the evolution of the measures adopted since 2013 to promote youth employment in Spain, also contextualising the before and after the last labour reform. It begins with a statistical review of the employment situation of young people between 2008 and 2018, highlighting the emergency measures of 2013 and the National Youth Guarantee System. In addition, it aims to assess the effectiveness and challenges of these measures, including the 2021 labour reform that improved training and apprenticeship contracts. Finally, it concludes that, although the youth employment rate has improved, Spain still faces significant challenges and needs to evaluate and adjust these measures to try to reach a situation of greater stability.
