This Final Degree Project is an investigation into the legal framework of the administrative career of civil servants in Spain. After analyzing the evolution of this figure from the beginning of the 20th century to the present day, we proceed to assess the current regulation of this figure in state law, differentiating the three existing modalities (horizontal professional career, vertical professional career and internal promotion) with special interest in the innovative figure of performance evaluation. It then goes on to analyse the foral regulations which, at the time, were pioneering in this area, recognizing in 1992 the right to an administrative career for the medical staff of the Navarra Health Service, which was definitively established in 1999. Finally, a proposal is formulated for the articulation of the administrative career that could be applicable to all civil servants in the Foral Community of Navarra.
