After analyzing the evolution of this figure from the beginning of the 20th century to the present day, we proceed to assess the current regulation of this figure in state law, differentiating the three existing modalities (horizontal professional career, vertical professional career and internal promotion) with special interest in the innovative figure of performance evaluation. It then goes on to analyse the foral regulations which, at the time, were pioneering in this area, recognizing in 1992 the right to an administrative career for the medical staff of the Navarra Health Service, which was definitively established in 1999.
