El presente trabajo tiene por objeto analizar el estado de la PESC hoy en día y poner de relieve los principales desafíos a los que la UE se enfrenta en el desarrollo de su PESC y de su PCSD. Para ello, a lo largo del estudio, se analizará el recorrido histórico de la PESC desde sus primeros antecedentes. Por otro lado, se observará su articulación jurídica actual en el TUE tras la reforma operada en el Tratado de Lisboa, abordando su marco institucional y orgánico y los actos jurídicos que se dictan en este ámbito. Por último, el trabajo se enfocará en el ámbito de la PCSD, subrayando su base jurídica conforme al derecho originario y los diferentes mecanismos que la UE ha empleado en su implementación. En la misma línea, el trabajo analizará la intervención de la UE en el plano internacional como garante de la paz y seguridad internacional y desmembrará las diferentes amenazas de las cuales la UE debe defenderse.Geopolitical reset produced by Russia's invasion of Ukraine in 2022 has led the EU to reconsider its CFSP, which has produced its revival as a key and a prior issue for the European construction project. This document aims to analyze the state of the CFSP today and highlight the main challenges that the EU is facing in the development of its CFSP and its CSDP. To this end, on the one hand, the study will analyze the historical trajectory of the CFSP from its earliest origins. On the other hand, its current legal articulation in the Treaty on European Union will be observed following the reform carried out in the Lisbon Treaty, addressing its institutional and organic framework and the legal acts issued in this area. Finally, the monograph will focus on the field of the CSDP, highlighting its legal basis in accordance with primary law and the different mechanisms that the EU has employed in its implementation.
