La razón de esa menor intensidad parece estar en que las obras sociales del clero en torno al Círculo Católico paliaron las necesidades de los más pobres. Esto dio un gran poder al clero local, que no tolerará a la minoritaria pero activa izquierda que se formó en torno a la UGT. El clima social fue muy tenso, produciéndose varios incidentes violentos.
