La reforma de la LORAFNA por la Ley Orgánica 7/2010, de 27 de octubre

Abstract

La Ley Orgánica 13/1982, de Reintegración y Amejoramiento del Régimen Foral de Navarra, ha sido objeto de dos modificaciones parciales. La primera tuvo lugar por la Ley Orgánica 1/2001, que afectó al artículo 29, sobre el procedimiento de elección del Presidente, y 30, atribuyéndole la disolución del Parlamento y convocatoria de elecciones, con mandato limitado del Presidente. La Ley Orgánica 7/2010, con mayor alcance en cuanto al número de artículos afectados, pero sin afectar de modo sustancial al contenido material de la LORAFNA. Entre ambas se estudió por una ponencia del Parlamento de Navarra una reforma de aquélla, que ni llegó a formular una propuesta conjunta importante, ni fue tomada en consideración en la reforma producida.

The Organic Law 13/1982, of Reintegration and Amejoramiento of the Law Foral of Navarra, has been object of two partial modifications. The first took place by the Organic Law 1/2001, that affected to the article 29, on the procedure of election of the President, and 30, attributing him the dissolution of the Parliament and announcement of elections, with mandate limited of the President. The Organic Law 7/2010, with main scope regarding the number of articles affected, but without affecting of substantial way to the material content of the LORAFNA. Between both studied by a report of the Parliament of Navarra a reform of that, that neither arrived to formulate an important conjoint proposal, neither was taken in consideration in the reform produced.
