La guerra de la Independencia precipitó la caída del Antiguo Régimen en Navarra, al tiempo que las instituciones políticas de su reino quedaron vacías de
contenido y fueron cambiadas por otras. La razón del cambio fueron las nuevas ideas liberales que se iban vislumbrando desde los comienzos del siglo
XIX y que cristalizaron en la Constitución gaditana de 1812. También el centralismo de los Borbones, las ideas ilustradas de Godoy y los gobiernos napoleónicos
facilitaron la quiebra del reino de Navarra. El año 1812 será crucial para comprender dicha transformación, siendo ese mismo año un punto de inflexión
