El origen del modelo representativo español (y II): la negociación entre Suárez y la oposición

Abstract

El modelo representativo español -las disposiciones electorales para el Congreso y el Senado recogidas en la Constitución de 1978- se originó a lo largo de tres etapas. Aquí se analiza la segunda, desde noviembre de 1976 hasta marzo de 1977. Se describen las supuestas negociaciones entre el Gobierno de Adolfo Suárez y la oposición democrática. Se analizan las diferentes estrategias de los distintos grupos y se ilumina la influencia que tuvieron las encuestas oficiales -manejadas solo por el gobierno- a la hora de fundar la Unión de Centro Democrático (UCD).

The representative Spanish model -the electoral provisions for the Congress and the Senate Included In the Constitution of 1978- was developed In three stages. Here I analyze the second one, from November 1976 to March 1977. I describe the so-called 'negotiations' between the Government of Adolfo Suarez and the democratc opposition and the different strategies of the different groups. I focus on the Influence that official polls -managed only by the government- had In the decision of creating the Democratic Center Union (UCD).
