Situación residencial de la juventud navarra perceptora de Emanzipa: relevancia para la intervención social

Abstract

El presente documento pretende hacer un análisis de la situación de la juventud navarra en cuanto a la emancipación, relacionándolo con el mercado de la vivienda y el mercado laboral. Además, tratará de investigar si la ayuda proporcionada por el Gobierno de Navarra para facilitar la emancipación de dicha juventud: Emanzipa, es adecuada y suficiente. Para ello, se recabará información por medio de una búsqueda exhaustiva de la bibliografía existente así como a través de seis entrevistas realizadas: tanto a personas que han conseguido acceder a la ayuda como a personas que no han podido hacerlo. De esta manera se tratará de examinar los principales puntos fuertes y puntos débiles de Emanzipa y además, de dar voz a la juventud con la finalidad de realizar propuestas de mejora para que esta ayuda se ajuste a las necesidades que pueden surgir del contexto actual. Se concluye que la ayuda Emanzipa facilita el ejercicio del derecho subjetivo a la vivienda en la juventud navarra pero que no se adapta a la totalidad de las necesidades del contexto actual.

Gainera, Nafarroako Gobernuak gazte horien emantzipazioa errazteko emandako laguntza; Emanzipa egokia eta nahikoa den aztertuko da. Honetarako, informazioa bilduko da bibliografiaren bilaketa sakon baten bitartez, baita egindako sei elkarrizketen bidez ere. Elkarrizketak laguntza lortu duten pertsonei zein laguntza jaso ezin izan dutenei egingo zaizkie. Horrela, Emanzipa-ren indargune eta muga nagusiak aztertuko dira, eta, honez gain, gazteei ahotsa emango zaie, hobekuntza-proposamenak egiteko helburuarekin, laguntza hori egungo testuingurutik sor daitezkeen beharretara egokitu dadin. Ondorioztatzen da Emanzipa laguntzak nafarroako gazterian etxebizitzarako eskubide subjetiboaren erabilpena errazten duela, baina ez dela egokitzen egungo testuinguruaren behar guztietara.

The present document is intended to analyse the current situation of the youth population in Navarre in terms of emancipation, connected to housing and labour markets. In addition, it will be investigated if the government aid to ease emancipation, called Emanzipa is accurate and sufficient. For that purpose, it is going to gather information through exhaustive bibliographic research as well as six interviews performed. Such interviews were not only to people who have gained the government aid, but also to those who did not obtained it. In this way, it will be look into strong and light points of the Emanzipa program and besides, give voice to young people with the aim of suggesting proposals to improve the accuracy of Emanzipa in order to adjust it to the current context. It is concluded that the Emanzipa aid facilitates the exercise of the right subjective to housing in Navarra's youth, but it does not adapted to all needs of the current context.
