Comités de ética en intervención social en España: estudio comparado

Abstract

La incorporación de una perspectiva ética en diferentes disciplinas y los cambios que se están dando en la sociedad, han posibilitado que cada vez se planteen y se cuestionen más dilemas éticos en el contexto de las intervenciones profesionales. Para resolver los dilemas éticos que surgen y dar respuesta a los problemas que se plantean, se han creado diferentes Comités, tales como los Comités de Ética Asistencial (CEA), Comités de Ética de Investigación (CEI), Comités de Ética de Investigación Social (CEIS), pero la realidad es que, en general, tienen un breve recorrido y no se han analizado vías de trabajo para sistematizar el trabajo que realizan los Comités y así favorecer el enriquecimiento a través del intercambio. Partiendo de esta premisa, el interés de este estudio, se centra en el marco de las intervenciones sociales, por lo que, se estudia la legislación de los Comités de Ética en Intervención Social existentes en el Estado español. El estudio y análisis de la legislación vigente de cada autonomía o provincia que cuenta con un Comité de Ética en Intervención Social, aporta criterios y datos objetivos. Así, estaremos en disposición de definir diferentes variables (definición, funciones, perfil de los miembros del comité…), para reflejar los aspectos más significativos de dichas variables, y así poder conocer mejor la situación por la que atraviesan los Comités de Ética en Intervención Social.

The incorporation of an ethical perspective in different disciplines makes it possible to raise and question more ethical dilemmas in the context of professional interventions. Different Committees such as the Committees of Assistance Ethics (CEA), Committees of Investigation Ethics (CEI) or committees of ethics of Social Research (CEIS) have been created to solve the ethical dilemmas that arise and to respond to the problems that arise, but, the reality is that in general they are only in place for a short time and have not yet come up with ways of making their work homogeneous and systematic. Based on this premise, the interest of this study focuses on the framework of social interventions, which is why we study the legislation that regulates the different Ethics Committees on Social Intervention in force in Spain. Objective data and criteria are obtained by studying and analysing the current legislation of each autonomous region or province that has an Ethics Committee in Social Intervention. The different common variables of the different relevant regulations in force were identified (definition, functions, profile of committee members, etc.) and the most significant aspects of the same were compared in order to better understand the situations confronted by the Ethics Committees in Social Intervention.
