dc.description.abstract | El deterioro de las condiciones laborales intensifica de nuevo el tradicional debate sobre cómo evitar que la protección social disuada la vuelta al empleo. La precariedad laboral es un freno para alcanzar derechos de cotización, e incluso para superar situaciones de pobreza. En este escenario son las rentas mínimas autonómicas, con origen en la beneficencia, las que protegen muchas de estas situaciones, debido a que presentan requisitos de acceso más flexibles. Sin embargo, estas prestaciones ni estaban preparadas para hacer frente a este volumen de personas ni tampoco a la complejidad de nuevos perfiles como las personas pobres que trabajan. Por ello, estos dispositivos son objeto de debate y atención social. ¿Cómo hacer para que su vocación protectora no disuada la inserción laboral? A lo largo del texto se presentan los cambios normativos que algunas Comunidades Autónomas han implementado para responder a esta cuestión. | es_ES |
dc.description.abstract | The deterioration of working conditions once again intensifies the traditional debate on how to prevent social protection from discouraging return to employment. Labour precariousness is a brake to achieve contributive benefits, and even to overcome situations of poverty. In this scenario, the minimum income benefits, originating from charity, are those that protect many of these situations, due to more flexible access requirements. However, these benefits were neither prepared to deal with this volume of people nor to the complexity of new profiles such as the working poor. That is why these tools are subject to a debate and social attention. How to ensure that their protective vocation does not discourage labour insertion? The text presents some of the main challenges of the system to adapt it to this matter. | en |
