The Public Administrations of Navarre may enter into contracts under administrative
regime to cover temporary personnel needs. When these contracts do not comply with
the formal requirements or when there are factors that determine that they are in breach
of employment law, these relationships may be subject to a judicial declaration of
labour relation. The maintenance of contracts for an unusually long period of time, more
than three years, determines the existence of labour law fraud. The condition in which
these workers enter the Administration's workforce may be permanent or indefinite but
not permanent, depending on whether they have passed an ordinary process of access to
the job.
