Solidaridad a la carta y seguridad reforzada como coordenadas de la política de migración en la Unión Europea

El fracaso reiterado de las medidas adoptadas por la Unión Europea (UE) en el ámbito migratorio ha sido el detonante para proponer un enfoque renovado en esta materia, a través de un paquete normativo derivado del Nuevo Pacto sobre Migración y Asilo. Por un lado, la gestión de la política migratoria europea adopta un concepto más flexible que integra otras formas de solidaridad para aquellos Estados que no quieren acoger a personas migrantes. Por otro, se continúa apostando por la seguridad como eje fundamental de las relaciones con terceros países, soslayando la posible vulneración de los derechos humanos al negociar con regímenes no democráticos. Desde una metodología cualitativa, analizamos estos dos pilares para averiguar si el enfoque responde realmente a los desafíos del continente, que van desde la gestión de los flujos, pasando por la acogida e integración, hasta el reto de contrarrestar el envejecimiento demográfico y social de nuestras sociedades.

Hori dela eta, gaiaren inguruko beste ikuspegi bat proposatu dute, migrazioari eta asiloari buruzko itun berriaren ondoriozko arau-zorro baten bidez. Batetik, Europako migrazio-politikaren kudeaketak kontzeptu malguago bati heldu dio, eta bestelako elkartasun-moduak txertatu dira migratzailerik hartu nahi ez duten estatuetarako. Bestetik, apustuak jarraitzen du izaten segurtasunaren aldekoa, hirugarren herrialdeekiko harremanen oinarrizko ardatz gisa; horrela, saihestu egiten da erregimen ez-demokratikoekiko negoziazioetan giza eskubideak urratzeko aukera. Metodologia kualitatiboa erabilita, bi zutabe horiek aztertuko ditugu, ikuspegi berriak kontinentearen erronkei benetan erantzuten ote dien ikusteko. Erronka horien artean ditugu, besteak beste, fluxuen kudeaketa, harrera eta integrazioa eta gure gizarteen zahartze demografiko eta sozialari aurre egiteko desafioa.

The repeated failure of the measures adopted by the EU in the area of migration has been the trigger for proposing a renewed approach on this field, through a regulatory package derived from the New Pact on Migration and Asylum. On the one hand, the management of European migration policy adopts a more flexible concept, that integrates other forms of solidarity for those States that do not wish to receive migrants. On the other hand, it continues to focus on security as the cornerstone of relations with third countries, ignoring the possible violation of human rights when negotiating with non-democratic regimes. Using a qualitative methodology, we analyze these two pillars to find out if the approach really responds to the continent’s challenges, which range from the management of flows, through reception and integration, to the challenge of counteracting the demographic and social aging of our societies.
