| dc.description.abstract | Constituye una investigación histórico-jurídica sobre el proceso de negociación del Convenio económico de 92 , conocido como de Calvo Sotelo, así como de sus avatares. a partir de una demanda de incremento del cupo deNavarra al estado laDiputación negoció la introducción de profundas reformas del régimen fiscal homologándolo al general, con el reconocimiento expreso de la competencia foral en la materia y de la naturaleza paccionada del convenio. Supuso la superación del viejo sistema fiscal por cuyo mantenimiento había luchado la Diputación desde la ley de 84 por otro basado en las contribuciones territorial, industrial y de utilidades, los derechos reales, el timbre, las cédulas personales y los impuestos de consumos. | es_ES |
| dc.description.abstract | This is a historical-legal investigation of the negotiation process of the 92 economic agreement, known as the “Calvo Sotelo agreement”, and its vicissitudes. Following a demand for an increase in the quota Navarra should pay to the State, the Diputación (Territorial administration) of Navarra negotiated the introduction of extensive reforms to the region’s tax system to bring it into line with the general regime, with express recognition of Navarra’s competence in the area and the consensus nature of the agreement. it superseded the old tax system, which the Diputación had fought tomaintain since the law of 84 , with another based on territorial, industrial and earnings contributions, rights in rem, stamp duty, personal bonds and excise duties. | en |
